[NFBSATX] Convention Covid test protocols and submission email

For all those attending the convention next week in Houston:

You need to submit a Covid test to the email address
testresults at nfbtx.org 48 hours or less before you arrive at the
convention (Wednesday if arriving Friday, Tuesday if arriving
Thursday) The instructions for this are in the agenda which was
emailed out on the Texas email list and on the nfbtx.org website.
