[NFBSATX] passing of Frank Carrillo

I am deeply saddened to inform you my friend and my Vice-President
Frank Carrillo passed away today. I will forward on any funeral
arrangements when I get them. He was an incredible force in this
chapter and I simply cannot express the devastation the entire chapter
is feeling right now.
