SOCR News – August 2018

SOCR launches analysis of its future structure
The Seattle Office for Civil Rights is performing an analysis of its organization that will help determine its future function and place in city government.
Last fall, the City Council directed SOCR to carry out a Racial Equity Toolkit (RET) analysis of itself. An RET is a process that looks at the racial and social justice impacts of a policy, program, or decision about resources. The analysis will help the Council to determine the future design and structure of SOCR.
The process switched into high gear this July with the formation of a team of community members, advisory commissioners, and Seattle employees to carry out the analysis. It includes:

  *   Karen Taylor - Village of Hope;
  *   Christiana ObeySumner - Seattle Commission for People with disAbilities and Seattle Renters’ Commission;
  * Janine Anzalota - Office of Equity and Social Justice at King County
  * Tammy Morales - Seattle Human Rights Commission
  *   Christopher Bhang - SOCR
  *   Judy Blair - Anti-racist organizer
  * Tiffany Lamoreaux - Solid Ground
  * Diane Hood - Retired community member and former city employee
  * Wendy Cisneros - Polyclinic employee
  *   Yoona Lee - Anti-racist organizer
  * Christopher Peguero - Seattle City Light
SOCR has also hired Erin McIntire to coordinate, oversee and offer administrative support the RET analysis. Erin has worked as a civil rights analyst and investigator at SOCR, investigating allegations of discrimination in housing, employment, and public accommodations.
The analysis should be ready by fall, and the City Council expects to make a decision based on its recommendations by the end of 2018.

Help us enforce the All-Gender Restroom ordinance

The All-Gender Restroom Ordinance helps achieve greater restroom access for transgender and gender diverse individuals. Seattle’s Public Accommodations Ordinance (SMC 14.06) also clarifies the rights of individuals to use gender-specific facilities that are consistent with their gender identity.

The All-Gender Restroom Ordinance applies to existing and newly-built City facilities, as well as in public places in Seattle. It allows use of single occupant restrooms by any person, regardless of sex or gender identity, and prevents those restrooms from being restricted to a specific sex or gender identity. Single occupant restroom facilities without appropriate signage already in place will require new signs to be posted.

If you see a public single stall bathroom that is signed by gender, you can:

  * Tweet #AllGenderRestroomSEA with a photograph of the signage and name and location of the business
  * Submit a report through our complaint system and send a photograph to ocr_intake at seattle.gov<mailto:ocr_intake at seattle.gov> with the inquiry number that you are given or,
  * Call us at (206) 684-4500 with the name and location of the business and provide us with a photograph via email.
Our investigators will contact the establishment, explain the ordinance, and help them to use the correct signage.

SOCR celebrates Pride Month in style

The Seattle Office for Civil Rights helped to make Seattle proud, sponsoring and organizing some of the major events that start and finish the celebration of LGBTQ Pride month.

Staff from SOCR and members of the LGBTQ Commission helped to plan the official Pride Flag Raising ceremony at City Hall. The ceremony included speeches by community advocates, musical entertainment, and the raising of a new, more inclusive flag that adds stripes for people of color, trans and non-binary people.

SOCR also staffed tables at Trans Pride and PrideFest festivals and helped to organize the City contingent at the Pride Parade. Members of our staff and the LGBTQ commission also marched in the parade.
