I have no information re a vote by the vendors' committee to have no new vending locations. I suspect, however, that this may be a distortion. While the vending program could most definitely be led with more imagination, it is true that, short of trying to develop new locations (always problematic in hard times), the best locations are occupied. Also, some prospective vendors haven't put the work into their locations in less-than-desirable spots necessary to make a go of it.

That being said, however, I can shed light on the vending machine situation. In 1981 or so, NFBW helped the vendors get a law passed that gave great power to the vendors' committee, after which many of them left the organization. (That ought not to be a surprise; Mary Helen's S O notwithstanding, vendors in Washington haven't been interested in joining either NFBW or WCB.

In any event, the vendors voted to use vending machine income to support the vending program so that no set-aside need be levied by DSB to run the program. That's why you don't see operators handling vending machines; the vending machine companies are allowed to operate them with the tax on their revenue going to support the vending program.
