The position is established to provide lead duties to lower-graded
information intake representatives and to personally perform the full
range of information representative work related to referral and
counseling assistance to charging parties and/or their representatives
regarding the filing of charges of employment discrimination in
compliance with federal laws and Equal Employment Opportunity Commission
(EEOC) regulations and procedures. Assistance is provided in person, by
phone, or in writing.

MAJOR DUTIES:
In addition to personally performing the information intake duties
described below, the incumbent works in a leadership capacity with
lower-graded district Information Intake Representative (IIR) staff
members who may be located in one or more offices within the district.
The incumbent may also provide leadership and guidance to lower-graded
non-IRR staff on work directly related to IIR functions.
The incumbent makes routine work assignments, balances workload, trains
staff to select appropriate referral, counseling, and intake practices
and procedures, provides other on the job training to new or less
experienced staff on IRR matters, spot checks work to ensure procedures,
methods, and deadlines have been met, monitors and provides routine or
ad hoc reports on the status of IIR production functions to the
supervisor or his/her designee, advises the supervisor or his/her
designee on a range of issues including matters such as staff training
needs, procedural problems, and work backlogs. Monitors working
conditions, resolves simple, informal complaints of staff, responds to
routine customer complaints, identifies personnel needs, and keeps the
supervisor or his/her designee informed about such matters.
Receives telephone calls and written inquiries from individuals and/or
their representatives seeking information regarding their equal
employment opportunity rights and entitlements under the laws and
regulations enforced by the EEOC. Provides information to the
requester, either verbally or in writing, related to screening threshold
issues such as whether or not an allegation of discrimination meets
minimum sufficiency (such as timeliness) and whether or not the
allegation appears to fall within the laws and regulations enforced by
EEOC.
The incumbent obtains relevant information concerning the allegation
from the requester and advises the requester whether EEOC or some other
organization has jurisdiction. If the allegation does not appear to be
within EEOC's jurisdiction, the incumbent refers the requester, either
verbally or by email, to the appropriate federal, state, or local
agency.
For allegations that appear to be within EEOC's jurisdiction, the
incumbent will conduct pre-charge counseling and if warranted send a
charge intake questionnaire along with a cover letter to the potential
charging party, advising him/her of the appropriate EEOC field office to
which to mail or take the completed questionnaire. When timeliness is a
critical issue, as in situations where the potential charging party's
deadline to file a charge is imminent, the incumbent immediately
transfers the call to the responsible field office. If the inquiry is
received by email, and timing is an issue, the inquiry is immediately
sent to the responsible field office with confirmation of receipt
requested.
Customer service complaints, status requests, and complex issues are
referred, typically by email, to the responsible office, supervisor, or
designated employee, as appropriate. The incumbent ensures that these
emails are clearly written and that sufficient information is provided
to the recipient to respond appropriately to the referral.
The incumbent uses a variety of research tools to fully respond to
inquiries, including agency manuals, Standard Operating Procedures,
online information, scripts, and other prescribed resources.
Each inquiry is documented by the incumbent who enters specified
information into the EEOC Integrated Management System (IMS) or other
designated database system, including time of inquiry, name/title of
requester, nature of response, special language or special needs (EAS)
inquiries, time-sensitive inquiries, time of response, etc. The
incumbent may be requested to prepare standard reports related to
contact representative work performed, such as periodic workload
reports.
The incumbent performs other assigned duties that are directly related
to information intake representative functions.
Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
In order to be considered qualified, you must demonstrate, in your
resume and responses to questions, at least one year of specialized
experience equivalent to the GS-5 level in the Federal service.
Specialized experience is defined as experience which is in or directly
related to the line of work of this position and which has equipped you
with the knowledge and experience to successfully perform the duties of
the position.
