Tell the Committee members via email and phone that you support committee
amendments that will:
1. Remove the State Library from the bill
2. Remove the Legacy Oral History Project from the bill
3. Eliminate the statutory change for the "fund grab" for the Heritage
Center (these funds are currently set-aside for the new home of the State
Archives, now filled to capacity, and for the State Library, now in
temporary leased space).
House Bill 2033 will move the State Library and the Legacy Project from the
Secretary of State into a new mega-agency called the Department of Heritage,
Arts & Culture.
House Bill 2033 will slash the State Library and the Legacy Project budgets
by 20% and use a one-time "fund grab" to pay the remaining 80% in this
budget cycle. $12 million in existing General Fund (GF-S) support for all
of the merged programs (the State Library, the Legacy Project, and the other
programs being merged into the new Department) will be eliminated - that
money will be spent on other, un-related programs. This funding shell game
(stealing another fund) is not sustainable for future budget cycles.
Over the last 10 years, the State Library's funding has been cut 36% and its
staff has been cut 52%.
Another 20% budget cut, coupled with a needless and expensive merger, will
be devastating.
