The Journal of Blindness and Visual Impairment is published by the Professional Develop and and Research Institute on Blindness located at the Louisiana Tech University program run by Dr Eddie Bell and other Federationists.  This is a professional journal for professionals in work for the blind. It is an instrument to publish articles which promote a positive philosophy about blindness in a professional journal.
