FYI:
During last weekend's NFBWV board meeting, we briefly discussed a
legislative proposal by AARP in West Virginia which would enhance the
"pedestrian friendliness" of streets and highways in the state. AARP refers
to this legislation as the "Complete Streets Act."
Below is a forwarded message on the subject from Angela Vance, AARP's
Associate Director in West Virginia. Included as part of the message are two
attachments. One is the actual text of the proposed legislation; the other
is a position paper in support of the bill.
I plan to share this information with our Governmental Affairs experts in
Baltimore to find out whether other NFB affiliates have had any experience
or involvement with similar legislation in other states.

Dear Mr. McDonald,
Thanks so much for reaching out, Senate Bill 158-The Complete Streets Act
has been introduced and will be heard by the Senate committee on
Transportation tomorrow, March 13, it will then go (assuming passage) to the
Senate committee on Government Organization.
Complete Streets is a transportation development concept that incorporates
features in transportation design and planning that enhance safety, mobility
and accessibility for all transportation users: pedestrians, bicyclists,
motorists and public transportation users.
A benefit of Complete Streets planning and design is that it affords all
planning entities to see the big picture and identify opportunities for
investment in order to realize shared goals and greater benefits to the
traveling public.
The streets of your city are an important part of the livability of your
community. They ought to be for everyone, whether young or old, motorist or
bicyclist, walker or wheelchair user, bus rider or shopkeeper. But too many
of our streets are designed only for speeding cars, or worse, creeping
traffic jams.
If you or your organization would like to offer support for this legislation
please contact your member of the West Virginia Senate and Senator Herb
Snyder-he is the Chair of the committee on Government Organization.
