Dave, I am not sure it was discussed in O and M lessons at WVSB.  I don't recall Romney having cross walks.  I first started using crosswalks when I lived in Philippi.  When I was learning to travel by myself around town and learning where all the businesses were located, Andy told me where the crosswalks were and I tried to use them except when it wasn't a good thing to use as a blind person such as when one of the crosswalks went diagonally across the street.  There wasn't any way I could do that and hit the corner so I walked a little further down the walk and crossed over to where I knew I would hit the corner of the block I wanted.

Hi Dave,

The only way I have ever known where crosswalks are is when I was told where they were located and then I always made an effort to use them after that.
It was just a matter of one more thing to store in my memory.

How does a blind person identify one of these? Are they ever marked with tactile tiles?
