Workforce Investment Act Summer Employment Applications Are Now Being Accepted Across
the State
In order to serve youth who do not meet the low-income requirement, up to 5 percent
of youth enrolled in the WIA program each year may be enrolled based on one of the
categories in the Special Rule-5 Percent Eligibility Exemption for WIA youth. At
Boards' discretion, youth who do not meet any of the low-income requirements may
receive services under an eligibility exemption in one of the following categories:
1. School Dropout
2. Basic Skills Deficient
Note:
This exemption category is not interchangeable with the Deficient in Basic Literacy
Skills youth barrier as they cover different skills.
3. Behind Grade Level
Note:
When determining this category, it is necessary to determine the grade level at which
the participant should be functioning.
4. Pregnant or Parenting
5. Disabled (includes learning disabilities)
6. Homeless or Runaway
7. Offender
8. Faces serious barriers to employment as identified by Board policy

I am pleased to share with you that this year, The City of Newark's Youth One Stop
Career Center, will be providing employment and making available paid job readiness/training
programs to Newark youth
ages 14-17
and older Newark youth
ages 18-24
. This program will be funded through the Federal Government's 2009 Stimulus Act
Fund. Please be advised that youth who wish to apply must meet the Federal Government
s Workforce Investment Act (WIA) guidelines. I have attached the 2009 poverty guidelines
as published in the Congressional Federal Register, Volume 74, No. 14 on January
23, 2009. In order for any youth to be deemed eligible, they must meet the poverty
guideline which accurately describes their current family unit.
Any youth who meets the financial guideline and who can submit the appropriate proof
of income documentation, may contact the staff member/s listed below to obtain a
WIA Summer Employee Application.
Additional Criteria-
This program is available
ONLY
to the following youth:
*In-School (at-risk) Youth ages 14-17:
MUST BE PRESENTLY ENROLLED IN A
NEWARKPUBLIC SCHOOL
. (Proof of enrollment will be required)
OR Enrolled in a
NewarkPublic School
but discontinued their education (dropped-out).
Verification of discontinued high school education (drop-out letter) will be required.

Out-of-School Older Youth are individuals who obtained a GED, High School Diploma
(presently unemployed-considered at-risk) or enrolled in a
NewarkPublic School
but discontinued their education (dropped-out).
Verification of discontinued high school education (drop-out letter) will be required.
Youth who fall under the aforementioned category should contact one of the below

Birth Certificate: Alien Registration (I-9) card or Form I-151
Baptismal Certificate
U.S. Passport
Completed Working Papers (Must use working paper forms attached)
WORKING PAPERS WILL NOT BE PROCESSED UNLESS THE PARTICIPANT IS 14 YEARS OF AGE. THE
NEWARKPUBLIC SCHOOL
'S ADMINISTRATION WILL NOT SIGN ANY WORKING PAPERS FOR A YOUTH WHO IS NOT AT LEAST
14 YEARS OF AGE, AT THE TIME OF SUBMISSION.
PROOF OF INCOME:
Two of the most recent pay stubs and/or verification of SSI/RSDI/GA/TANF/Unemployment
Benefits
18-24 and Unemployed? :
Must provide notarized letter from caretaker; specifying circumstances and a notarized
letter from applicant stating that he/she is unemployed.
CURRENT PROOF OF ADDRESS:
(Must be a Newark resident)
Telephone, Cable, Gas, or Electric Bill
Mail postmarked within the last 60 days
SOCIAL SECURITY CARD:
MUST PROVIDE TWO (2) LEGIBLE COPIES
Copy of GED Certificate, High School Diploma or verification of discontinued high
school education (drop-out letter).
This program will run parallel to the existing Newark Summer Youth Work Experience
Program, July 6, 2009 to August 14, 2009.
Applications and placement into a paid summer activity will be provided on a first
come first serve basis.
Deadline to receive
an application will be
: March 23, 2009.
Applications will be accepted on a first come first serve basis beginning Monday,
April 20, 2009 until Friday, April 24, 2009,
between the hours of 2:30 pm and 7:30 pm. Location: YEES Center, 200 Washington
Street, Newark, New Jersey 07102.
This certification period is not to be confused with the annual city summer program
s certification period. The aforementioned deadlines apply only to this year's WIA
Summer Employment Program.
Obtaining an application does not guarantee placement. Certification of a completed
application, which is accompanied by the below documentation, is the ONLY action
that will guarantee placement into a paid summer activity.
*Participants will work up to 35 hours per/week (7 hours a day, Mon.-Fri., each week)
at $7.15 per/hr.
