Nice work -- it's always difficult to get the first draft moving
-- thank you! BTW, 
sorry I was not able to attend this week's call, I was really
sick but doing better now. 
 
Anyway, pasted below are a few suggestions for your consideration
-- I put the revised text between a left brace and right brace.
 
1. {WHEREAS, state laws vary in the protection from
discrimination that they offer to their blind citizens;} and 

 (Ginger's comment: I think we can delete the above line, I'm not
sure it has any value here and it would help save space.

            

2. WHEREAS, the Americans with Disabilities Act (ADA) prohibits
discrimination on the basis of disability in public
accommodations and {preempts state laws that are more
restrictive;} 

 

Ginger's comment: I removed the piece about more protection
because NJ law is generally more restrictive than the ADA.

 

3. WHEREAS, New Jersey has laws that contain provisions that are
{either outdated or in conflict } with the ADA such as {New
Jersey's definition of a service animal}; and 

 

Ginger's comments: I removed the part about requiring specific
equipment because the new regulations do require your dog to have
specific equipment.  

 

4. {Whereas the Department of Justice's 2010 revisions to the
final regulations of the ADA have made significant changes to its
regulations related to service animals; and} 

 

Ginger's comments: I added this sentence for your consideration
to make clear the need for updating NJ law.

            
 
Finally, I think we want to ask the NJ legislature to update the
law too.
