I am pasteing in the message I sent to Vinnie because I really should have sent it to the whole group.  

I think it sounds really good.  

In this section 
BE IT FURTHER RESOLVED that this organization call upon New Jersey, one of the States which does not provide criminal penalties for discrimination against blind guide dog users to promote and protect the equal rights of their blind citizens more effectively by creating criminal penalties for acts of discrimination;"  
I would take out "one of the States which does not provide criminal penalties for discrimination against blind guide dog users, because that is exactly why we are doing this in the first place. If we can get it all on one page that would be much better, especially when we send it to legislators.  Aside from that, I think it is great!  

I should have sent this to the whole group and not just to you.  Many thanks to Lynn.
