[Njtechdiv] Accessibility on Androids?

Hi all,
    
What is the screen reader that is used on Android cell phones? My brother has a friend who was given, I guess, what would be called an Obama phone. The person has some vision, but not really enough to see the screen or use the phone. He’s in NY. I’d like to know if the Droid screen reader is built into the phone or if it has to be purchased and gotten separately? Thanks for any information that I can pass along.
