[Njtechdiv] question about windows ten and out look

Hello Its Lester  
I have windows ten and out look and jaws 18 
question is each time I send out a email it go’s to the out box and just sits in the out  box 
Does   it have a way of changing this program 
I have to do a restart  and all my emails go out 
can I open or close some thing
