While it is possible to use VoiceOver on an iPhone and iPad with finger gestures and an external keyboard, are you aware that it is also possible to connect a braille display via Bluetooth and operate your iPhone and iPad? In addition, while VoiceOver has general braille commands while working with most braille displays, there are further keyboard key assignments with the Focus braille displays allowing you to navigate even more conveniently and efficiently.
