[NJTechDiv] what does this program do and how did it get on my machine

Ken, that driver is the JAWS authorization license system driver.  You should install it if you plan on authorizing your copy of JAWS with either a dongle or a local ILM license.  Freedom Scientific and many other companies use similar procedures and drivers, although I must admit few are as invasive as Freedom's.
