[NJTechDiv] Info bar in Outlook

In Outlook on Windows, not the online version, sometimes when I hit enter on
a link in an email, it goes to the subject line, not the link, and tab only
moves around within the stuff at the top.  Some time later it might go to
the link, maybe after I close and re-open Outlook.

How can I fix this, so hitting enter on a link always opens the link?  

I am using the latest Jaws.
