Serena, you can check out the following search result. I'd advise you to
read all of the responses made before attempting to try something. I
don't know if you're using Windows 10 or 11, but I don't think it
matters in this case.

Hi all,
Recently, every time my computer starts, I get a Get Started with iCloud
dialogue. I use iCloud on my iPhone. Is there any way to stop the
dialogue from coming up? Maybe, iCloud is starting up in the background
when the computer starts? I don't know which background process to
disable in the task manager.
