[NJTechDiv] Getting Voiceover while setting up a new iPhone

The time has come to buy a new iPhone.  Can I turn on Voiceover myself,
after I take the new phone out of the box and turn it on, or do I need to
find a sighted person to do it?  

I Googled, and it said to choose my language (which always confuses me),
then tap Accessibility, and I would be able to choose Voiceover.  But how
can I tap Accessibility, if it's not already talking to me?

Can one of you who buys a phone a lot more often than I do tell me what I
need to do?
