I think you join and pay the 10 dollar fee for the Affiliate chapter and 
choose which committee you'd like to participate in.

As far as I remember, you only have to pay dues to your local NFB
chapter, not a division, such as Technology.  If you're not the member
of a local chapter, I don't remember what happens in that case.
