Hi J,
i can understand where your student is coming from.  The gestures 
are tricky.  Does your student have a Braille display? If not, 
you might want to consider contacting the school district or 
state agency to have them purchase one for him.  You may need to 
help him pair the display, but once it's paired, he can navigate 
the ipad using the Braille display and not have to worry about 
the touch screen too much.
