[NOBE-L] Assessment of English learner for initial IEP

Hello all,
Posting this question on behalf of a colleague:

I have a student who is totally blind and in the 4th grade. They just
came from Mexico and can't communicate in English. They are unable to
read braille (only identified 14 letters). We are assessing them now
for an initial IEP. The Ed Specialist is unsure how to evaluate them
and I'm not sure how to guide her. Would he just be evaluated
auditorily with the Woodcock Johnson or what would be best for her to
use? Any guidance would be appreciated.
