[NOBE-L] 3rd grade level

Hello group
I am advocating for a totally blind who is in the processing of learning braille. He is in third grade. He can write his alphabet and numbers but that is all. Unable to read anything except the letters that he is writing.
What are some guidelines that a third grade blind student should be at in regards to braille? I learned braille as an adult so I do not know at what level he should be. Any guidance would be very helpful as we have a meeting coming up on Thursday.
