[Nyagdu] dogs being passed off as service animals

Last time I flew, early July, there were at least 2 people with small dogs
in carriers.

I agree with what Ann Edie posted to NAGDU the other day. I care more that
an animal is well-behaved than if it's a real service dog.  I've met
snarly guide dogs, and they were more of a threat to my dog than a
well-behaved beagle, say.
