[Nyagdu] dogs being passed off as service animals

I agree, Tracy, that a well-behaved dog is the best dog, but, I also want 
some sort of balance because I don't want phony service animals around. 
Regardless of what we do, someone is going to try to pass off his or her dog 
as a service dog and one would hope the dog would be well-behaved.
