[Oagdu] When and how to file a complaint???

The next time you know someone who gets a speeding ticket tell them it
is a civil issue so the police should not get involved.  Was this in
Cincinnati or some other police department?  I would begin with
education there.  I believe Chris Tolle had a similar issue with the
police several months ago.
