[Oagdu] When and how to file a complaint???

Megan, this would be an assistance dog rather than a service dog. A
service dog performs a specific service while an assistance dog
provides comfort. I believe assistance dogs are important but it is
not the same. When I first started getting my dogs from Leader Dogs
they used dogs from animal shelters but the failure rate was too high
so they started breeding dogs since they were looking for certain
traits. Even when they breed dogs for specific traits about 75% of the
dogs complete the training and are placed with someone. The others
are career changed.
