[Oagdu] changes to Ohio law

Deanna, I copied directly from Florida law but I would have changed
the wording too.  When I ran spell check it kept wanting me to change
things too.

I thought about the religion too.  I didn't do anything with it
because the part is talking about a direct threat to health or safety.
Do others think I should put something about religion in there?
