Hi Marianne,
Yes, I wouldn't want her on the road either. Even when I was younger and my vision was much better, I would not have trusted myself to drive. 
Although, I must admit, I'd love to hear people's reactions if I got out of my own car, with just me and my guide dog /evil grin/.

If her vision is bad enough to need a cane or dog then I wouldn't want her on the road.  If her vision is good enough to drive then she doesn't need a cane or dog. She could also use the bioptic lenses to check corners for crossing and other things.
