The information for the Jernigan Fund scholarships appears in the January
through March Braille Monitors. It is the last article before the recipes in
each of those issues. It is not a form. It is a process. Your friend should
read the brief article and then set about to make application. Mostly that
money is intended to help get people to their first conventions. I thought
you were talking about the Ohio convention scholarship process. That is the
form that is not yet available.
