Barbara,
As you stated that Dr. Jernigan preferred the disability in front of the noun as being comfortable. Then, I can understand that. The reason why I suggested this, was that politically correct is to say the person before the blindness. Therefore, perhaps maybe we do need more history behind what the Federation want us to do and wants us to say.
