Hi Suzanne,

It seems to me that if the job center doesn't have the necessary tools in an accessible format, it is their responsinibility to assist you with anything that is accessible to the sighted.  Them helping you fill out applications not accessible to you is a very reasonable accommodation.  You shouldn't have to jump through all the hoops and live within the timeline that OOD would require if you need a job now.  Good luck.
