[Ohio-talk] Understanding OOD issues

I want to be sure that we are all on the same page and speaking the same language when it comes to OOD. First of all we do not qualify for services. A determination about eligibility is made. When we apply for services, we have a right to have an eligibility determination made. Ohio has been under an order of selection for a number of years. A state may use an order of selection when the number of eligible consumers cannot be served with the resources at hand. Under an order of selection waiting lists are created. Those to be served first are those determined to be most significantly disabled, then the significantly disabled, then the disabled. 

OOd I am told will most likely lift the order of selection by the end of this month, at least this is the goal.
 Over the years, blind people have been told that even if they apply for services, they will probably go on a waiting list and not get served. This has discouraged many people from applying. Yet BSVI tells us they don’t have enough people coming to them for services.


 here are the seven functional categories used in evaluating a consumer’s significance of disability:
 
Communication;
Interpersonal skills;
Mobility;
Self care;
Self direction;
Work tolerance; and
Work skills.
