I have received an opportunity to bid on a contract for the State of Ohio.
They are looking for a minority to facilitate this opportunity, of which my

The Department of Administrative Services Office of Procurement Services on
behalf of the Department of Education is seeking minority owned businesses
to provide Ongoing Support to Parent Mentors and District Representatives.
Background
The Office for Exceptional Children (OEC) and the Office of Early Learning
and School Readiness (OELSR) support family engagement and parent
partnerships. The award and administration of Parent Mentor Projects to
districts for employment of parent mentors in their regions and local
districts is one such investment. Parent mentors are parents of children
with disabilities who work within schools and communities to provide support
and guidance to families of children with disabilities to enable them to
gain an understanding of the special education process within a school
district. They also provide school personnel with information, resources and
support to build a collaborative partnership between families and schools.
Parent mentors and their district supervisor work to identify areas of need
and the points at which a parent mentor can most effectively address the
unique needs of communities and schools.
Within the 73 funded projects, 92 parent mentors provide services to
approximately 274 school districts and Boards of Developmental Disabilities
across the state. The Parent Mentor Guidelines, developed in collaboration
with the Ohio Department of Education, the Ohio Coalition for the Education
of Students with Disabilities, and parent mentors details the work
requirements that school districts and parent mentors follow as part of the
project implementation.
Scope of Work
The purpose is to outline the regional coordination of services and
resources to: support the knowledge base of Parent Mentors; aid in
implementation of parent-inclusive policies and systems at district level;
facilitate open and effective communications between parents and educators
for improved outcomes for students with disabilities; provide professional
development for parent mentors to keep them current on policies and best
practices for students with disabilities and their families.
ODE is seeking a contractor to provide ongoing support to Parent Mentors and
District Representatives who oversee Parent Mentors, provide coordination
and over sight of the parent mentor work as follows:
1. Provide professional development specific to:
a. State and federal laws and policies specific to special education.
b. Enhancement of parent mentors knowledge of and implementation of
activities to enhance communication with parents in collaboration and
alignment with OEC's State Systemic Improvement Plan (SSIP) and the
State-identified Measurable Result (SiMR).
2. Coach parent mentors in building a service relationship between
parents, the community and the local district(s).
a. Demonstrate understanding of Parent Mentor project activities
through review of the Scopes of Work and communication with parent mentors
b. Demonstrate understanding of Regional OCECD staff activities and
purposes through communication and training with regional staff.
c. Establish a professional connection with each State Support Team
(SST) parent/community liaison;
d. Identify and disseminate information related to the services and
resources that can be shared between parent mentors and the SST parent
community liaison.
3. Assistance to parent mentors in building a strong knowledge base and
support system for parents related to the following:
a. connections to agencies, support services and community efforts
designed to support families and children;
b. identification and support of early literacy needs for students with
disabilities;
c. transition needs, both from preschool and toward post-secondary
opportunities that reflect a continuum of services in pursuit of college and
career readiness for all students with disabilities;
d. academic and social achievement for students with disabilities;
e. help parents and families through the special education process;
f. promote timely information sessions and workshops focused on the
needs of families.
4. Assistance in the coordination of statewide Parent Mentor
conferences and orientation programs:
a. Semiannual conferences
b. New Parent Mentor Orientation
c. ODE/OEC sponsored statewide and regional leadership conferences
5. Provide support and resources for two full-time statewide parent
mentors who specializes in services to preschool students and families.
a. Extension of services consistent with that of school-age parent
mentors
b. Inclusion in professional development, training, and team-building
opportunities
c. Emphasis on pre-school aged special education development and
services to parents.
