I could see where it could possibly be considered "essential functions" of the job.  I think when working with this population, there may be visible signs of things that these individuals are not necessarily going to verbally admit to.  This is just an example.  Patient tells counselor that they have been staying clean.  However, when counselor looks at their arm, there are visible signs of fresh track marks indicating recent use of drugs.  Another example...Patient insists they are not high.  Upon visual observation, counselor can look at their eyes and visibly tell by their dilation that this is in fact a lie.  
Not sure if the language is legal....but that's just my thoughts as to why that language might be there.

They are looking for a chemical dependency counselor at an outpatient
methadone treatment center.
