Subject: Money Follows the Person (HOME Choice)

Hello All,

The HOME Choice program is at risk of being cut by Ohio. Below is a sample
email. If you can take the time to either call or email some of the
following key people it would help. This program not only helps get people
out of nursing facilities, but it is also a revenue source for the Access
Center. Please let me know if you are willing to assist.

"Timing is ASAP - the key folks will be President Obhof (614) 466-7505 or
<mailto:obhof at ohiosenate.gov> obhof at ohiosenate.gov, Randy Gardner (614)
466-8060 or <mailto:gardner at ohiosenate.gov> gardner at ohiosenate.gov, Dave
Burke (614) 466-8049 or <mailto:burke at ohiosenate.gov> burke at ohiosenate.gov,
Bob Hackett, Scott Oelslager (614) 466-0626 or
<mailto:oelslager at ohiosenate.gov> oelslager at ohiosenate.gov, Gayle Manning
<mailto:manning at ohiosenate.gov> manning at ohiosenate.gov, and Peggy Lehner.
The timing on this is all fast and furious. Focus on the Senate today.

It also wouldn't hurt to contact a few representatives like Ryan Smith, Bill
Seitz, Kirk Schuring (614) 752-2438, Sarah LaTourette, Tom Patton and the
Speakers office."

I wanted to bring something to your attention that we have found out in the
proposed budget. There is language to eliminate the Money Follows a Person
Program here in Ohio, branded as HOME Choice. These are Federal dollars that
have been used to move people out of nursing homes and back into the
community. Last year, Ohio was the top state in the country for this program
and overall over 8,500 people have been moved into the community. Average
nursing home cost is over $70,000 a year and community based services are
about 40,000. So these federal funds are saving Medicaid dollars for Ohio.
Ohio has always been the leader in transitioning individuals with mental
health and substance abuse backgrounds back into the community as well.
Since the opiate crisis is impacting so many, this program becomes a tool
the individuals can use to return to the community in a safe manner with all
the supports that they need to live in the community again.

We can't afford to lose this program here. It will eliminate the strongest
tool Ohio has to get people that don't need to be in nursing homes back into
the community.

This program is NOT a waiver, so "moving them to another waiver" isn't an
option. I would love to talk to you about this to give you a better
understanding of what Money Follows a Person actually is and what it can
really do.
