Richard,

Your approach is right on Target. We can quote the law all we want, but the way we are going to change public perceptions is by being active and visible in the community. There are times when we might request assistance, but that is true for everyone. The people we see at customer service desks in stores are requesting assistance. Their requests might be different from ours, but many people are asking for shopping assistance. No they are not asking for someone to walk through the store with them, but in many cases they are requesting help finding something.
