[PACapitalChapter] Proposed by-law repeals to comport with the current realities of the Capital Chapter of the National Federation of the Blind

Colleagues,

Please find attached two documents, each setting forth a resolution to
repeal a section of the by-laws of the Constitution of the Capital Chapter
of the National Federation of the Blind of Pennsylvania.

Article X: By-Laws:

Any situation not covered by this constitution may be considered by the
membership in the form of a motion or resolution and, when adopted, shall
become a By-Law when so designated by the membership. The adoption or
repeal of a By-Law shall require a majority vote of the members present and
voting at a meeting.
