As far as becoming a member of the division, I'd recommend glancing through the web site. We're in the process of making it fancier and updating it, but what's up now will give you an idea of who we are as a division.

I'm in the LA area as well. :) I live in Long Beach. You?  If you haven't looked at the Braille Institute, they might have some classes for acting. If you're looking for other resources, depending on your age and other interests, the Academy of Music for the Blind does do drama courses, but it's geared more toward kids. If you are over 18, then I'd actually recommend you either take a class at a local acting academy or community college. Depending on what exactly you want to work on, you can look into your local community center, or look up local acting classes or improvisation classes that might give you a little more freedom. 
If you want to be more serious about it and want to work with someone one-on-one, I can private message you and give you the contact info of a friend of mine who teaches and works in LA. She's an actress, voice over artist, and a Broadway performer. She has a lot of experience teaching and working with blind people.
If LA proper is too far for you, there are some other private teachers I can recommend to you who might be closer to whatever bit of the LA area you're in.
