Cindy,
I started out with a Louisiana certificate too, so I can tell you EXACTLY what you would need to do.  First, I would definitely apply for the job.  You can teach in Texas for a year on your out of state certificate.  In order to transfer your certificate to Texas, you will need to register at https://secure.sbec.state.tx.us/SBECOnline/login.asp and begin the process of transferring your certificate.  You also will probably need to take a few tests, like the PRAXIS but Texas has their own brand called the TEXES.   Once you begin the transfer process they will tell you exactly what test you need to take.

I have lived and attended college in Texas, as well, as declared Texas my home state when I finished my tour of duty in the military. JOB QUALIFICATIONS:  
Bachelor’s degree in related field
Valid Texas certificate in the field of visually impaired
Ability to work effectively with school and community 
Experience in providing instruction to students with visual impairments

Valid driver’s license
LOCATION:  Various Locations

PRIMARY PURPOSE:  
Provide instructional services to meet the needs of eligible students identified as students with a visual impairment.
DUTIES AND RESPONSIBILITIES:  

1. Adhere to local, state and federal guidelines in the delivery of services to hearing impaired students.
2. Assist in appropriate areas of assessment and evaluation.

3. Assist in interpretation of data.
4. Develop educational programs for eligible visually  impaired students.
5. Complete required local, state and federal forms for visually  impaired students.
6. Assist in general education and/or special education classes when appropriate.

7. Communicate regularly with general education, special education and parents/guardians regarding student progress/needs/concerns.
8. Assist other school personnel in effectively meeting the needs of visually  impaired students.

9. Report progress on IEP goals/objectives and grades as stipulated by district policy and ARD documents.
10. Prepare appropriate paperwork and attend ARD-IEP meetings for students with visual impairments.
11. Assist in maintaining audit folders of visually impaired students.

12. Keep current in the field of visual impairments and be willing to attend appropriate workshops and trainings.
13. Maintain a record of district travel and complete appropriate forms and documentation within timeline.

SUPERVISORY RESPONSIBILITIES:  

EQUIPMENT USED:  
Personal computer, copier, printer, and fax machine. Adaptive equipment.
WORKING CONDITIONS:  
Maintain emotional control under stress. Frequent standing, stooping, bending, kneeling, pushing, and pulling. Move small stacks of textbooks, media equipment, desks, and other classroom or adaptive equipment. May be required to lift and position students with physical disabilities; control behavior through physical restraint; and assist non-ambulatory students. Exposed to biological hazards. Daily driving in the district from one campus to another.
