[Pibe-division] ESY for braille instruction

I am working with a 7th grade student who just completed braille
instruction this year.  He is very very slow reading braille.  His
parents are requesting ESY to continue improving reading speed.  The
school is reluctant to provide ESY because he has not demonstrated
significant loss in reading speed.  Is there any information I can
provide the school district to show them that without continued
instruction his braille reading skills will, most likely, decline
significantly during the summer?
