..... Sometimes the way things are worded can help it get through. An idea is something like:
Using Braille is an emerging literacy skill that is critical for access to and success in accessing literacy materials. A student needs to be able to read at a rate that is sufficient to acquire literacy skills. (you can site reading speeds and fluency rates from a source such as the Jerry Johns....) Currently ...... is reading at  x words/minute which is significantly slower than normed and is not sufficient for ......

I am working with a 7th grade student who just completed braille instruction this year.  He is very very slow reading braille.  His parents are requesting ESY to continue improving reading speed.  The school is reluctant to provide ESY because he has not demonstrated significant loss in reading speed.  Is there any information I can provide the school district to show them that without continued instruction his braille reading skills will, most likely, decline significantly during the summer?
