[Pibe-division] [AERNet] percent of braille users by state

While at the Braille Summit in June of 2013 there was a lot of discussion
there isn't really good data in this area. APH could collect that
information in the survey but i don't think they do. (at least they don't)
Not everyone does the braille challenge.(many don't)  States many times do
not record that information in its special education reporting.(i didn't
want to say they all don't because i don't know what all states do) Also
most reporting will only be available for the children reading braille.
