[Pibe-division] [AERNet] percent of braille users by state

This is a great idea but I want to know the percent of legally blind
students in each state who are learning/reading braille.  I wonder if
some states have a higher percentage than others and, if so, why.  Do
some universities do a better job preparing TVIs in braille
instruction? Does the department of education in a state promote
braille more?...  This could be a great doctoral thesis for someone.
Maybe a university could request federal funds to study this.  We keep
talking about the lack of braille instruction but we don't have hard
evidence or solutions to the problem.
