Look at how your organization has reacted with the audible signal issue,
turning them off in one town, and railing against them on the whole, and
you'll see what I mean.
This legislative effort is a good one, but personal responsibility for one's
own safety is my concern, and legislation, when passed, won't prevent people
from getting "hit". Personal familiarity with hybrids, rules of the road
and what's been legislated for will. I am not condemning any legislation,
just the thought that people will take this as a god send and go no further
to enhance their own knowledge of what's on the road and expect drivers or
an industry to lift them up, so to speak., As a dog user for nearly 35
years, I have seen safety issues arise time and time again, including
hybrids, quieter cars, people disobeying traffic rules, rules of the road
changing, like right turn on red, and I have made it my concerns and my
business to find out about these things in the various communities in which
I've lived and have not waited for a law to bail me out.
After all, if you looked at what Mr. towns' efforts stated, it may take up
to two years for something to be put forth that might be usable under the
guidelines of what he's suggested. How different is this legislation from
what the NFB/ACB has asked for, and what are the similarities in these
efforts? Maybe in looking at both efforts, we can better understand what is
going on here.
Deb or any others on list who are familiar with both, might you be able to
make a few comments if you're so informed!

I'm not sure why there is any negative concerns about legislation governing
quiet cars. This legislation impacts safety for all, not just the blind.
This legislation is based on safety factors and what is best for all. It is
no different than mandatory seat belt laws, increased penalties for drunk
drivers or environmental emission standards. Government has a responsibility
and a mandate to protect all of its citizens and this mandate is necessary
as we find that time and time again industries generally do not act in a
social responsible manner unless they are regulated to do so. This
legislation in actuality has nothing to do with the personal responsibility
that a blind traveler or anyone else must take as a driver or pedestrian.
There has been no outcry against audible signals at railroad crossings or
train whistles that blow to alert people about oncoming trains, accept in
some cases about the frequency of the whistle. As a cane traveler for about
the last 40 years I have found that I still have to know and recognize the
rules of the road and pretty much follow them the same as a driver does.
