I just had a note from a friend who suggested contacting the Federal
Railroad Administration, as they would keep stats on such incidents.  I
would imagine but can't be certain that they would break down stats into
categories which might include but not be limited to stats regarding
accidents which had occurred with respect to disabled travelers.,
