[Quietcars] Quieter cars have challenges to meet.

Electric and hybrid cars are smooth, fast and quiet - may be too quiet.
The National Highway Traffic Safety Administration plans to push for a rule
that requires a noise system on those cars. It would work under some certain
conditions like at low speed, backing up or turning and the driver would not
have to do anything to make it work.
That new rule would not take effect until 2014 and car makers have three
years after that make the changes.
