David,

All you say is true.  However, if the law demands that a licensed driver be
in the car behind the wheel then nothing else matters.

You have the wrong idea here.
There will be a automatic shutdown of the car and it will  pull off the side
of the road and park itself  as well as send a call for a repair truck.
There will not be just one computer running the show, but several.
They will need to come to a consensus and the majority will rule and govern
the actions of the car.

A human driver will not be able, in most cases, of taking over in an
emergency.  This could be anything from a flat tire to an engine breakdown. 
The car will handle it all and will need to do so without humans getting in
the way.
The weakest link in the chain is and always will be, the humans.


As all cars of the future will be communicating with each other, wirelessly,
every car on the road, so equipped will know about any issue your car is
having and then react accordingly to stay out of the way.

Most people do not feel comfortable in giving up all control to anyone or
thing, but information shows that the computers can do a better job, faster
and safer than human.
The aircraft of the U.S.Navy have had the ability to land themselves on the
pitching and rolling decks of aircraft carriers, at night, in very bad
weather automatically since the last days of the Vietnam War.
Pilots still do it to keep there skills sharp, but not because they have
too.
I lunching of aircraft, such as the AF 18 Hornet, the pilot must place his,
or her, hands up on the slide rail of the canopy, where the lunch officer
can see them, and off the controls, before the aircraft is catapulted off
the deck.  The aircraft will automatically guide itself for the first 1000
feet and then the pilot can take over from The computers on the aircraft is
the plane till then.
It will take time for humans to trust the machines, but it will come in
time.
Cars don't cause the accidents, the humans at the controls do.
