  Brief Job Description: 

The Manager of Training Services (TS) is hired by and reports to the
Center Director. The TS Manager supervises the daily operations and
activities of the Training Services Department and provides leadership
as a member of the Center Management team in support of the Texas
Confidence Builder's philosophy and blind training services offered to
consumers and staff at CCRC, developing, implementing, and coordinating
center and agency training in addition to the development of
departmental goals and objectives. 

 

Duties include: planning, assigning, and supervising the work of others,
including non-visual training and teaching; managing daily
interdepartmental CCRC operations, training, and other activities in
coordination with CMT members and departmental supervisors; establishing
goals and objectives; coordinating development of departmental and
center-wide guidelines, procedures, and training regulations; developing
schedules, priorities, and standards for achieving established
departmental and Center goals; coordinating with departmental
supervisors, Center VR Counselors, and/or departmental team leader(s) to
develop budget requests; evaluating and managing departmental budget
requests and working with CMT to develop and plan center-wide budget
plans and proposals. Reviews documentation for accuracy and timeliness.
Technical Writing ability helpful.   

 

Works under general direction with considerable latitude for the use of
initiative and independent judgment. Participates in DBS-required
blindfold training. Performs other duties as assigned.

 

Attends work on a regular and predictable schedule in accordance with
agency leave policy and performs other duties as assigned.

Manages activities of staff in program area(s); develops and implements
techniques for evaluating program activities; provides technical
guidance in the program area to ensure efficient use of resources and
quality of services. (35%)

Manages personnel functions; coordinates and implements recruiting,
interviewing, hiring, leave approval and time records; develops and
approves schedules, priorities, and standards for achieving goals;
directs evaluation reviews and documentation; plans, assigns, and
supervises the work of CCRC departmental supervisors and staff. (20%)

Leads the development and implementation of guidelines, procedures, and
regulations impacting the consumer service delivery system in
coordination with other agency components and monitors compliance with
agency policies and procedures.  (20%)

Develops and evaluates budget requests and oversees the procurement of
equipment and supplies. (10%)

Oversees the preparation of management and productivity reports and
studies, contracts and grants/agreements.  (5%)

 

Represents the program area at meetings, conferences, and seminars or on
boards, panels, and committees. (5%)

 

Consults with and/or trains agency staff and community organizations
regarding provision of services to persons who are blind. (5%)

 

Extensive knowledge of the vocational rehabilitation process and of the
role of VR counselors.

 

Knowledge of local, state, and federal laws and regulations relevant to
rehabilitation. 

 

Knowledge of the principles and practices of public administration and
management, including planning, organizing, directing, and evaluating.  

 

Knowledge of problems specifically related to the problems of blindness,
including the psychological, social, vocational and independent living
issues faced by people who are blind.  

 

Knowledge of DBS, DARS, and HHSC programs, operational methods, and
personnel policies and procedures.  

 

Knowledge of agencies, individuals, facilities and vendors providing
services and products to people who are blind.  

 

Knowledge of report and record maintenance principles and practices.

 

Knowledge of the living and training issues inherent in a residential
program, especially in terms of relevance to vocational rehabilitation.

 

Skill in communicating orally and/or in writing.  

 

Skill in planning, organizing and reviewing essential functions for
efficient results and accuracy.  

 

Skill in the use of standard agency computer hardware and software.

 

Ability to manage program activities.

 

Ability to establish goals and objectives.

 

Ability to devise solutions to administrative problems.

 

Ability to develop and evaluate administrative policies and procedures.

 

Ability to prepare concise reports; 

 

Ability to plan, assign, and supervise the work of others.  

 

Ability to establish and maintain effective working relationships with
consumers, departmental staff, agency staff, and outside agencies
positions interacts with.  

 

Ability to use agency systems.
