Duties

    1 vacancy - Long Beach, CA

    DUTIES: The incumbent serves as the Director, Blind Rehabilitation
    Center (BRC) which is located on the campus of the VA Long Beach
    Healthcare System. The Director will have broad and overall
    responsibility for a large blind rehabilitation center.  The Director
    makes decisions with great autonomy that affect section supervisors,
    assistant chiefs, clinical and clerical staff, and other resources
    associated with the department.  The Director exercises supervision,
    administrative management, and direction of professional areas in the
    blind rehabilitation center. This position is part of a new program at
    the VA Long Beach, and as such will have a strong emphasis on
    development and teamwork for the new Blind Rehabilitation Center. The
    Director provides supervision of clinical and/or training programs, and
    overall technical and administrative oversight for operations within
    the service.  The Director develops, organizes, directs, manages,
    supervises, controls and implements policies and procedures for the
    BRC, demonstrating exceptional achievement, professional competence and
    leadership in promoting rehabilitation services to blinded veterans
    experiencing restrictions and loss.  The Director manages a substantive
    blind rehabilitation center that delivers specialized, complex,
    professional services.  The incumbent has responsibility for overseeing
    research programs that evaluate effectiveness and efficiency in service
    delivery, provide evidence to inform best practice, and evaluate and
    recommend technology for the entire blindness program.  The Director
    exercises supervision, administrative management, and direction of all
    professional areas in a unified blind/vision rehabilitation
    program.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

    GS-14: Requires one year of specialized experience equivalent to
    GS-13.  Specialized Experience is directly related to the position to
    be filled and which has equipped the candidate with the particular
    knowledge, skills, and abilities to perform successfully the duties of
    that position, and that is typically in or related to the work of the
    position to be filled.  Specialized experience can be defined as the
    experience making decisions with great autonomy, exercising
    supervision, administrative management, and direction of professional
    areas, providing supervision of clinical and/or training programs,
    providing overall technical and administrative oversight for
    operations, developing, organizing, directing, managing, supervising,
    controlling and implementing policies and procedures, overseeing
    research programs, and making decisions.

    education.  Education must demonstrate the knowledge, skills, and
    abilities necessary to do the work. A transcript or course listing must

    DESIRABLE CERTIFICATION: Full, current, and unrestricted
    certification.  Certification must be granted by the Academy for
    Certification of Vision Rehabilitation & Education Professionals
    (ACVREP), or another equivalent, related professional credential in
    special education, rehabilitation or health care. NOTE:  The ACVREP
    administers three certification programs:  Orientation and Mobility
    Therapy, Vision Rehabilitation Therapy, and Low Vision Therapy.  Once
    certification candidates are approved, they receive an official letter
    of acceptance, a certificate, and a logo pin.  A person may then use
    the designation for the certification he/she holds as listed in 2 a, b
    or c below: (2)  BRSs who provide the following service must obtain
    certification granted by ACVREP as follows: (a)  Orientation and
    mobility training - Certified Orientation and Mobility Specialists
    (COMS).  (b)  Communication and daily living therapy (formerly
    Rehabilitation Teaching) - Certified Vision Rehabilitation Therapists
    (CVRT). (c)  Low vision therapy - Certified Low Vision Therapists
    (CLVT)
